When is fermentation done?

Hi
I am new to this winemaking game, so I need a little advice as to when the fermentation is considered to be done. I have a batch of apple wine brewing since 11/30/02. I've racked it twice now to get rid of the sediment on the bottom. After the 2nd racking, it stopped fermenting. The liquid appears fairly transparent at this point, but the S.G. is 1.03, so I assume that it still needs more fermentation to be complete.
Any general info on when fermentation is complete and/or advice on my current batch would be greatly appreciated.
