Yes, you can restart a stuck fermentation. Usually it is better to use a starter. A good starter would be two cups of orange juice, one teaspoon of yeast nutrient and one pack of wine yeast. Put in a one liter bottle and fix an airlock or plug the opening with cotton. When the yeast is working well (a foam on top) add the starter to your stuck wine.
