Metabisulfite, what does it do?

The wine kit I'm using calls for metabisulfite to be added at the 2nd racking (degassing and clearing). However, for long term aging it recommends adding it right before bottling. It has now aged 5 months in the carboy and I will be filtering and bottling next month.

What is the purpose of the metabisulfite?

What happens when it is not added at the 2nd racking, that is, are there different processes going on with or without the metabisulfite added?

What happens if it is never added?

How long should it be stored in the bottles with the metabisulfite added before it's ready for consumption?
