Citric acid in Invert Sugar

Dear Sir,
I don't get pH of Invert sugar between 4-5 as I do the following-
Add Citric acid 0.65 %, Water - 34.35%, Sugar-65%
I dissolve Citric acid & Sugar @ 50 Deg. C while stirring & then stirr for 90 min. @ 85 Deg. Centigrade. We are not getting desired pH of 4 to 5. pl. advise.
